Job Summary

Conduct high-level strategic support for the Deputy Assistant Secretary for Finance and Administration by serving as a primary contract monitor for special, high-priority, or executive-level contracts. Research and analyze complex operational, financial, administrative, and organizational issues to develop recommendations and decision materials, while coordinating center-wide priorities and executive initiatives. Lead the development, implementation, and monitoring of business plans, project work plans, and performance measures, independently managing complex, cross-functional projects involving multiple stakeholders. Conduct business process reviews and operational assessments to improve workflows and strengthen controls, evaluating organizational outcomes to recommend strategies that enhance operational effectiveness. Facilitate meetings across program offices and bureaus, establish agendas, document decisions, and develop executive-level briefings and status reports. Perform post-implementation reviews to sustain improvements and support change management activities for new systems and policies.

Required Qualifications

  • Bachelor's Degree, or Associates degree with 3 years professional experience, or 6 years professional experience in lieu of degree
  • Minimum 4 years professional experience in project management, business management, operations, financial management, program administration, organizational improvement, or a related field
  • Minimum 3 years professional experience in government, military, public health, healthcare, or another highly regulated environment
  • Demonstrated experience independently managing complex projects or business initiatives involving multiple stakeholders, competing priorities, and established deadlines
  • Demonstrated ability to communicate effectively with staff and leadership at multiple organizational levels and work collaboratively across organizational units
  • Excellent analytical skills, effective organizational and time management skills
  • Ability to manage projects, assignments, and competing priorities
  • Proficient in the use of Microsoft Office, including but not limited to Outlook, Word, and Excel
  • Excellent attention to detail, follow-through, and ability to independently manage multiple assignments and competing priorities

Desired Qualifications

  • Minimum 5 years professional experience in project management, business management, operations, financial management, program administration, organizational improvement, or a related field
  • Minimum 4 years professional experience in government, military, public health, healthcare, or another highly regulated environment
  • Minimum 2 years professional experience managing financial, budgetary, fiscal, or operational projects, analyzing business processes, identifying operational issues, and/or developing practical recommendations for improvement
  • Minimum 2 years professional experience developing or implementing policies, procedures, business processes, internal controls, or organizational improvement initiatives
  • CAPM, PMP, PgMP, PMI-ACP, PMI-RMP, PMI-SP, OPM3, Lean Six Sigma, or other relevant professional certification
