Non-Public Instructional Specialist in the Office of Teaching and Learning

Job Summary
The Non-Public Instructional Specialist serves as the liaison between CCPS and approved non-public educational programs for students with disabilities, coordinating referrals and placements, facilitating IEP processes, monitoring program implementation and compliance, and ensuring delivery of services in accordance with IDEA, COMAR, and other requirements. Responsibilities include chairing IEP meetings, acting as case manager for students in non-public settings, overseeing MOIEP records, conducting observations and assessments, coordinating annual reviews and transition planning, collaborating across departments, supporting families and school teams, and providing professional development on compliance and instructional practices.
Required Qualifications
- Master’s degree required
- Minimum of five (5) years of successful teaching experience required
- Minimum of three (3) years of successful experience in special education required
- Experience working in a non-public school setting preferred
- Administrator I certification preferred
- Demonstrated expertise in special education programming and service delivery
- Knowledge of educational assessment administration and interpretation
- Knowledge of instructional best practices and evidence-based instructional methodologies
- Knowledge of IEP development, implementation, and monitoring
- Knowledge of federal, state, and local special education regulations, including IDEA and COMAR
- Experience utilizing the Maryland Online IEP (MOIEP) system
- Demonstrated leadership, organizational, planning, interpersonal, and communication skills
- Ability to collaborate effectively with staff, families, agencies, and community partners
