Job Summary
Manage simplified and large contract award processes by creating acquisition packages, researching regulations, and preparing pre- and post-award documentation including market research reports, statements of work, and CPARS reviews. Collaborate with Contracting Officer's Representatives to finalize pre-solicitation documents such as APs, ASs, IGCEs, and sole source justifications while supporting internal administrative tracking for the NIDDK acquisition portfolio. Analyze best-practice acquisition models for biomedical R&D and develop COR training materials relative to CPARs and technical evaluations. Provide overall project management support for contract activities under subcontracts. Requires NIH POTS/NBS experience, 5+ years in federal procurement, and ability to work a 40-hour week with mostly telework and occasional on-site meetings in the DMV area.
Required Qualifications
- NIH expereince
- Must be local to the office in MD for onsite meetings
- NIH Purchasing Online Tracking System (POTS) and/or NIH Business System (NBS)
- Must be Proficient in preparing all pre- and post- award documentation
- Must have a strong background in federal procurement
- A minimum of 5 years of relevant experience
- Must be able to work a normal 40-hour work week, mostly telework but some days meetings are on-site when required
- Excellent communication, organization, and interpersonal skills
- Ability to work with minimal guidance and supervision
- Current Public Trust or eligibility to obtain a Public Trust
- Knowledge of the Federal Acquisition Regulation (FAR)
- Proficiency with Microsoft Office Suite of tools, including SharePoint
- Home Office - Remote Set up with Internet
