Network Underlay Operations and Billing Governance Expert

Job Summary
Underlay Expert for network connectivity governance and billing excellence. Responsible for technical delivery and operational follow-up of WAN/LAN underlay services (circuits, access, last mile, carrier services) while ensuring accurate ordering and invoicing through SRM7. Drive supplier follow-up, support underlay-related projects and changes, and centralize POs, receipts, and invoice tracking to ensure cost accuracy, service continuity, and timely delivery. Acts as SME for underlay connectivity, coordinates design validation, run readiness, incident coordination (L2/L3) with carriers/integrators, manages project follow-ups (new site connectivity, migrations, bandwidth upgrades, contract-triggered changes), and ensures PO lifecycle accuracy (service IDs, site references, pricing, billing periods). Centralizes and validates invoices against POs and delivered services, resolves discrepancies, and coordinates dispute resolution with Procurement, Finance/AP, and service owners. Produces governance reports (open PO aging, blocked invoices, dispute backlog, savings/credits tracking) and proposes continuous improvements to reduce billing leakage and improve supplier performance. Strong collaboration across network, procurement, and finance stakeholders, with a mindset of ownership and accountability for service quality and cost accuracy. Provide clear documentation of processes and maintain focus on end-to-end control of underlay orders and invoices via SRM7.
Required Qualifications
- Strong experience as a Network Underlay SME (carrier services, circuits, access technologies, site connectivity lifecycle)
- Proven experience coordinating suppliers and operational processes in a run environment
- Experience with SRM7 / SAP SRM and procure-to-pay flows (PO/receipt/invoice) is strongly preferred
- Experience in invoice validation for telecom/network services is a strong plus
- Deep technical understanding of underlay service lifecycle: order → delivery → acceptance → billing
- Strong coordination and escalation skills with carriers/providers
- High rigor and attention to detail (service IDs, billing periods, recurring charges)
- Ability to structure and document processes; strong reporting mindset
- Strong communication skills across technical, procurement, and finance stakeholders
- Ownership and accountability for service quality and cost accuracy
