Network Specialist II - Outside Plant Construction

Job Summary
Coordinate outside plant field construction and splicing operations across multiple locations by supervising consultants and contractors. Design OSP projects, create labor and material cost estimates, and perform audits to ensure compliance with National Electrical Safety Code and TDS standards. Monitor project progress, review contractor invoicing, and verify completion documentation including Bid Jobs and Build orders. Partner with regional teams to utilize GIS tools for network design analysis and provide technical leadership on product upgrades. Manage special request projects such as major road moves while communicating with governmental agencies and municipalities regarding asset transfers and network protection.
Required Qualifications
- Bachelor degree (or higher)
- 4+ years professional work experience
- 4+ years' experience in Voice, Data or Video networking
- Valid driver's license
- Reliable transportation
- Insurance
Desired Qualifications
- Ability to travel to construction sites daily
- Experience in OSP Construction and/or Engineering (fiber or copper or coax)
- Related Utility/Municipal Construction and/or Engineering experience
- Construction Project Management experience
- Utility Installation Technician experience
- General Trades experience
- Fiber optic implementation experience
- Excellent leadership, customer relations and communications skills
- Self-directed and ability to work independently
- ESRI ArcGIS, AGOL, Spatial analysis or other GIS experience
- Proficient working in a digital environment
- Understanding of Telecommunications industry and principals
- Ability to manage multiple priorities simultaneously
- Project Management experience
- Excellent written and oral communications skills
- PC database, spreadsheet, and word processing skills
- Working knowledge of NESC construction practices and engineering standards
- Ability to work in a cooperative and courteous manner with diverse work groups
- Understanding of Fiber to The Home (FTTH) design and construction techniques
- Understanding of Unit based construction contracts
- Ability to read and understand FTTH construction prints
