Job Summary
The Network Housing Developer (NHD) supports the PSH program by identifying and expanding safe, affordable housing opportunities for justice-impacted individuals in the Central and metro east region of Illinois (including St. Clair, Madison, and Sangamon counties). The role focuses on recruiting landlords and building owners willing to lease to PSH participants, educating on program eligibility and landlord/tenant responsibilities, conducting rental pre-move-in inspections, performing quarterly property inspections, addressing lease or client issues, processing rental applications, and creating an affordable housing directory. The NHD works closely with the PSH team to ensure housing availability, lease updates, and client stability, while documenting activities in internal systems and participating in trainings. The ideal candidate will have a Bachelor’s degree (or equivalent experience), at least 2 years of related experience, strong interpersonal and negotiation skills, and the ability to manage complex landlord-tenant situations. The position requires a valid driver’s license and reliable transportation, with experience in outreach and working with diverse communities highly encouraged.
Required Qualifications
- Bachelor’s degree in Social Work, Urban Planning, Real Estate, Human Services, or related field (or equivalent experience)
- Minimum 2 years of experience in housing placement, landlord engagement, property management, or community development
- Familiarity with HUD housing programs or local rental assistance models (e.g., Section 8) is a plus
- Knowledge of housing systems, fair housing laws, and supportive housing models (e.g., Housing First)
- Ability to work independently and collaboratively across multidisciplinary teams
- Proficiency in Microsoft Office and housing database tools
- Excellent verbal, written, and interpersonal communication skills
- Valid driver’s license and reliable transportation with proof of insurance
