NCS Texas Land Development Engineer/Project Manager (PE)

Job Summary

Manage design and production of land development plans including grading, utilities, and stormwater systems. Coordinate multidisciplinary design teams to deliver complete project documents and oversee feasibility studies, cost estimates, and construction drawings. Serve as the primary client contact, leading project meetings and maintaining relationships throughout project delivery. Conduct plan reviews to ensure quality control and compliance, while supporting permitting efforts with local and state agencies. Provide project budgeting, scheduling, and resource planning, including preparation of proposals for new mentors and support for junior staff. This full-time, in-office role in Willis, Texas requires a PE or EIT with 5–10 years of experience in land development design and project management.

Required Qualifications

  • Bachelor's degree in Civil Engineering or related field
  • EIT certification
  • 5–10 years of experience in land development design and project management
  • Strong understanding of grading, drainage, and utility design principles
  • Demonstrated ability to manage multiple projects and deadlines
  • Strong written and verbal communication skills with a client-focused approach
  • Excellent communication and client relationship management skills
  • Must be able to lift up to 15 pounds at times

Desired Qualifications

  • PE license preferred or ability to obtain within 1 year
  • Proficiency with AutoCAD Civil 3D and related design tools
  • PMP Certification
