Job Summary

Serve as the principal analyst and advisor reporting directly to the CFO on strategic objectives and portfolio financial management initiatives. Develop governance frameworks, business processes, organizational performance metrics, and reporting mechanisms to support enterprise-level resource planning and decision-making. Monitor budget execution, funding utilization, and financial risks while facilitating coordination among deputy organizations. Act as the NAVSEA Enterprise Planning System (NEPS) SME, defining business requirements and prioritizing system improvements to support task planning and reporting. Lead special projects, organizational transformation efforts, and process improvement initiatives, preparing executive briefings and dashboards for leadership. Maintain relationships with executive leadership, functional organizations, and external stakeholders to drive continuous improvement and data-driven management practices.

Required Qualifications

  • Bachelor's degree in Business Administration, Finance Management, Information Systems, or related field
  • Minimum 10 years' experience in program management, financial management, contract management, business operations, or enterprise systems
  • Experience supporting DOD, Navy, NAVSEA, or related federal organizations
  • Experience leading cross functional teams and managing complex initiatives involving multiple stakeholders
  • Demonstrated experience in strategic planning, governance, process improvement, and performance management
  • Strong analytical, communication, and organizational skills
  • Excellent written and verbal communication skills, including executive-level briefing experience
  • Secret Clearance

Desired Qualifications

  • Knowledge of NAVSEA financial management processes, budget execution, and enterprise planning activities
  • Experience with Planning, Programming, Budgeting, and Execution (PPBE) processes
  • Experience supporting CFO organizations, resource management, or financial operations
  • Experience with Microsoft Power BI/Apps/Automate, SharePoint, Microsoft Teams, Advana / Jupiter, and data analytics tools
  • PMP, Agile, Scrum, DAWIA, or DoD Financial Management Certification
