Job Summary

National Project M&E Specialist to support YEES project in Timor-Leste. Lead the design and implementation of M&E frameworks, data collection, QA, field verification, and analysis. Responsible for monitoring project performance against targets, preparing flash/quarterly/annual/final reports, and ensuring alignment with AWPs and the logical framework. Coordinate with YEES project team, government partners, NGOs, and donors; support capacity building, knowledge sharing, and dissemination of results. Fluent English and Tetum required; experience with UNDP or development programs and ability to manage multiple data sources and reporting obligations.

Required Qualifications

  • Advanced university degree (Master’s degree or equivalent) in Social Science, Monitoring and Evaluation, Economics, Business Administration, International Relations, Development Studies, Statistics, Management or related disciplines; OR Bachelor’s degree with two additional years of qualifying experience in lieu of the advanced degree
  • Minimum 5 years (with Master’s degree) or 7 years (with Bachelor’s degree) of professional experience in monitoring and evaluation, results-based management, and communication
  • Experience with development agencies, preferably in government systems; demonstrated experience with Timor-Leste development planning and project management; ability to liaison with government, NGOs, donors, and academia

Desired Qualifications

  • Bachelor’s degree with additional two years of qualifying experience in lieu of advanced degree
  • Minimum 5 years (with Master’s degree) or 7 years (with Bachelor’s degree) of professional experience in monitoring and evaluation, results-based management, and communication
  • Experience with development agencies, ideally within government systems
  • Experience in Timor-Leste development planning and knowledge management or project management in development cooperation
  • Fluency in English and Tetum
