National Consultant to Develop the Gender and Climate Change Strategy

Job Summary
National Consultant to develop PFCC-U Gender Strategy and provide integrated technical support for strengthening MPs’ capacities on gender-responsive climate action in Uganda. Responsibilities include conducting desk reviews, leading inception and validation processes, drafting the PFCC-U Gender Strategy and a costed 3-year workplan, developing policy and technical briefs, delivering capacity-building sessions for Members of Parliament, and conducting gender appraisals of select government policies. Deliverables cover inception reports, stakeholder engagement, strategy validation, training materials, advocacy and technical briefs, and a gender-focused governance and climate-action mandate aligned with Uganda’s NDC/NAP and related frameworks.
Required Qualifications
- Master’s degree or equivalent in Gender Studies, Public Policy, Political Science, Development Studies, International Relations, Climate Change, Social Sciences, or a related field
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree
- At least 5 years of relevant professional experience in programme design, planning and implementation in gender equality, GBV and climate change, public policy, governance, or related fields
- Experience in developing gender strategies, action plans, or institutional frameworks
- Experience in results-based management and indicators for strategy and policy development
- Strong writing and analytical skills in English
