Job Summary
Conduct a comprehensive desk review of existing private-public partnership initiatives in Nepal's mental health sector to map stakeholders and assess comparative advantages. Identify, analyze, and prioritize feasible PPP models for implementation, then draft a National PPP Conceptual Framework and develop an operational implementation roadmap. Design and organize a national technical stakeholder consultation to finalize the framework and present it to government counterparts for endorsement. Establish a PPP Technical Working Group by developing terms of reference, engaging key stakeholders, and facilitating the inaugural meeting. Provide technical guidance to selected institutions during the planning and design phase of pilot partnerships, including reviewing inception reports to ensure coherence across models.
Required Qualifications
- Advanced degree in Public Health, Health Economics, Public Policy, Political Science, Social Sciences, or a related field
- Minimum of 5 years of experience in health systems strengthening, private sector engagement, public health policy, or private-public partnership development in Nepal
- Demonstrated experience in facilitating multi-stakeholder consultations and technical working groups in health or MHPSS contexts
- Strong knowledge of Nepal's health governance structure, including federal, provincial, local government roles and private sector in health service delivery
- Fluency in Nepali and English
Desired Qualifications
- A background or specialized training in mental health policy, health financing, or PPP frameworks
- Knowledge of the mental health and psychosocial support landscape in Nepal, including private sector actors
- Experience working with or supporting UN agencies or international organizations
