Job Summary
Conduct a targeted follow-up assessment of Gender-Responsive Budgeting and Budget Tagging initiatives at federal and selected regional levels in Ethiopia. Review progress since the January 2025 assessment, document implementation of GRB and GRBT initiatives, and analyze the 2026/27 Federal and Regional Budgets from a gender perspective. Establish baseline data for the percentage of national and regional budgets allocated to gender-specific initiatives and programmes through desk reviews, key informant interviews, and data validation. Deliver an inception report, draft assessment findings, and a finalized report with recommendations for institutionalizing GRB and budget tracking. Complete the assignment within 20 working days under the supervision of UN Women Ethiopia and UNFPA Programme Specialists.
Required Qualifications
- Experience in gender-responsive budgeting (GRB) and budget tagging
- Knowledge of Ethiopia's federal and regional budgeting processes
- Ability to conduct desk reviews of budget documents and previous assessments
- Experience conducting targeted key informant interviews (KIIs) with government stakeholders
- Capacity to analyze budgets from a gender perspective
- Ability to establish baseline data for budget allocation indicators
- Skills in identifying institutional, technical, financial, data, and accountability gaps
- Experience in developing practical recommendations for institutionalizing GRB and budget tagging
- Ability to prepare inception reports, methodology documents, and workplans
- Proficiency in data collection, analysis, and report drafting
- Experience in stakeholder mapping and validation sessions
- Ability to develop budget classification frameworks and budget tracking templates
- Knowledge of the Sustainable Development Goals (SDGs) and CEDAW
- Familiarity with the Beijing Platform for Action and the Maputo Protocol
- Experience working with UN agencies or international development organizations
- Ability to work within a 20 working day timeline
- Capacity to collaborate with federal and regional government institutions
Desired Qualifications
- Experience with the Joint Programme 'Strengthening Institutional Capacity of Gender Machineries in Ethiopia'
- Knowledge of the specific regions: Amhara, Oromia, Gambella, Sidama, Dire Dawa, Afar, Somali, and Tigray
- Experience with Gender Budget Statements (GBS)
- Track record in identifying good practices and lessons learned in public finance reforms
- Experience in capacity-building efforts related to gender equality
