Job Summary
As Municipal Services Project Manager, you will support a range of municipal engineering tasks for client municipalities including evaluating and reviewing development submittals, responding to inquiries from Village Staff and officials, developers, designers and property owners; reviewing development plans for compliance with local requirements (stormwater, grading, sanitary sewers, water lines, transportation); coordinating work with other municipal or county departments and B&W staff; assessing permit needs from other agencies; providing recommendations to improve on-site or adjacent facilities; preparing written development review reports and aiding inter-governmental agreements and municipal budgets; preparing and submitting permits; serving as an engineering advisor; potentially serving as part-time staff to local municipalities; representing B&W in engineering tasks; acting as a capital projects resource; mentoring less-experienced Municipal Services Engineers; working with municipal staff to develop engineering solutions and capital improvement projects; acting as a capital improvement project manager; providing on-site construction inspection; assisting with grant and loan funding applications and EPA-related reporting; travel throughout Northeastern Illinois; and contributing to documentation and process improvement efforts. A Bachelor’s degree in civil engineering is required, with an Illinois PE license or ability to obtain within 12 months, and 4+ years of municipal/government or development project experience. Strong writing and verbal communication skills, ability to explain technical concepts to non-technical audiences, and ability to collaborate with developers, designers, and permit agencies are essential. Travel within Northeastern Illinois is required.
Required Qualifications
- Bachelor’s degree in civil engineering
- Illinois Professional Engineering license or the ability to obtain within 12 months
- 4+ years' experience working for municipal governments or on development projects requiring municipal permits
- Excellent technical writing and verbal communication skills
- Ability to explain technical issues to non-technical municipal staff, officials and residents
- Ability to work cooperatively with developers, designers, and outside permit agencies
- Knowledge of stormwater management, water distribution, and wastewater collection systems
- Knowledge of transportation facilities, including parking, roadway design, pedestrian and bicycle facilities, and accessibility requirements
- Experience in site and subdivision development design and review, and site construction inspection is preferred
- Ability to manage and review work done by less-experienced engineers
- Ability to travel throughout Northeastern Illinois (own transportation)
- Prior experience developing grants or municipal funding applications is desired
