Job Summary
The Monitoring, Evaluation, and Learning (MEL) Specialist will lead the development of project documents such as annual workplans and monitoring, evaluation, and learning plans. Responsibilities include managing performance data, creating reporting templates, conducting assessments, and ensuring adaptive learning within the program. The role requires 8 years of development experience in M&E, strong writing and communication skills, and fluency in Bangla and English. Additionally, expertise in gender-sensitive M&E tools and familiarity with USAID evaluation standards is essential.
Required Qualifications
- Advanced degree in social / political science, statistics, public policy, data analysis or a related field
- Minimum of eight (8) years of development experience managing monitoring and evaluation (M&E) for international development projects
- At least 2 years experience designing and implementing M&E results frameworks; developing MELPs, work plans and indicators; and monitoring ongoing programs
- Prior experience conducting field-based work across Bangladesh
- Familiarity with collaborative learning and adaptation (CLA)
- Strong writing, graphic, and software skills
- Commitment to gender integration; including practical use of gender-sensitive M&E tools and assessments
- Familiarity with evaluation methods and standards under USAID evaluation policies
- Demonstrated leadership, management and organizational skills
- A high level of interpersonal and communication skills among diverse individuals and partner organizations
- Ability and willingness to regularly travel throughout the country to observe and evaluate project activities
- Oral and written fluency in Bangla and English required
- Knowledge of other minority languages preferred
