Monitoring, Evaluation & Learning Consultant

Job Summary
Lead the Business/Proposal Development Team by designing performance evaluations, monitoring systems, and adaptive learning strategies for international development bids. Draft technical approaches and M&E content for USAID, State, and World Bank contracts while developing templates for proposals and marketing materials. Provide inputs for key personnel selections and cost proposals to support strategic partnerships and AMEX's positioning as a competitive authority. Requires 10+ years in international development, global overseas experience, and fluency in French, Arabic, or Spanish. Based in Washington, DC; full-time role with USAID sponsorship available.
Required Qualifications
- Master's degree or higher in a relevant field
- A minimum of 10 years of international development experience conducting monitoring and evaluation, training, learning adaptation, research, assessments, baseline studies, data analysis, and/or project/program management work
- Global overseas experience
- Extensive knowledge of, and experience supporting, USAID-funded M&E programs and best practices
- Demonstrable experience developing M&E programs
- Demonstrated experience in the writing and structuring of high-impact evaluation reports
- Mastery of a wide range of qualitative and quantitative social research and evaluation methods
- Proficiency with Microsoft Office Suite
- Knowledge of relevant statistical packages (e.g., SPSS, STATA, R-programming)
- Exceptional attention to detail, time management and interpersonal skills, leadership and collaboration, and ability to adhere to competing deadlines
- A commitment to organizational growth, development, culture, and success
