Monitoring and Evaluation Officer

Job Summary

Provide technical support for Fleming Fund Phase II monitoring and evaluation activities by collaborating with local Subject Matter Experts to ensure timely facility-level data collection via DHIS2 and Laboratory LIS platforms. Establish baseline indicators, conduct special studies, and generate dissemination materials for stakeholders while maintaining project M&E reporting tools for quarterly monitoring. Deliver support for M&E workshops, resolve electronic data collection tool issues, and consolidate lessons learned to recommend improvements for future implementation. Serve as the M&E Point-of-Contact for consortium programming activities in Dar es Salaam.

Required Qualifications

  • A university degree in microbiology, epidemiology, a social science subject area or other relevant field
  • Master's degree
  • Minimum of five years of experience providing monitoring, evaluation, and learning (MEL) support to donor-funded projects
  • Knowledge of log frames/results-based frameworks, data collection, review, and evaluation of qualitative data
  • Familiarity and a working knowledge of DHIS2
  • Experience in ECHO training
  • Knowledge and experience of national health information system(s) functionality
  • Professional proficiency in English, including the ability to draft high-quality reports for donors
  • Excellent interpersonal and negotiation skills with a demonstrated capacity to solve problems
  • Ability to demonstrate capacity to analyze microbiology laboratory/AMR data, monitor progress, and recommend necessary recourse for maximizing program progress and impact
  • Ability to organize and prioritize work and to meet deadlines within a flexible, fast-paced environment with multiple and competing demands
  • Strong quantitative and analytical skills and ability to communicate technical information clearly and effectively to both technical and non-technical colleagues
  • Thorough knowledge of AMR issues in Tanzania including solid knowledge of key indicators related to one-health AMR surveillance, and laboratory-clinical systems
  • Demonstrated understanding of and familiarity with a range of monitoring and evaluation approaches, including data management systems and analysis using statistical software
  • Experience successfully implementing M&E activities for health programs funded by Fleming Fund, or other global health donors
  • Located in Dar es Salaam (Hybrid)
  • Maximum amount of time you can be away from your permanent job or residence
  • Lead time required before accepting a travel assignment
