Job Summary
Coordinate and manage the Hazard Mitigation Grant Program (HMGP) for local, state, tribal, and territorial clients by assisting with application preparation, FEMA review, and documentation submission. Analyze regulations including 44 CFR and the Stafford Act to evaluate project eligibility, scope accuracy, and cost reasonableness while conducting benefit-cost analyses. Collaborate with architects and engineers to verify quantities and resolve discrepancies, then draft guidance documents for sub-recipients. Engage with FEMA and emergency management officers to address routine inquiries and escalate complex issues as needed. Perform data entry into electronic document management systems and maintain project filing standards. This contingent position requires a BA/BS degree, two years of FEMA experience, and a valid US driver's license for regional travel.
Required Qualifications
- BA/BS + 2+ years of demonstrated past performance with FEMA Hazard Mitigation Assistance (HMA) or other relevant programs at the state and/or federal level; or demonstrated equivalency of experience and/or education
- Must pass a state and federal criminal history/security background check
- Must pass a pre-employment drug screen
- Valid US Driver's License for travel to various regional and satellite locations to support project task(s) assignments and scope of work
- Ability to operate computer applications (Microsoft Outlook, Word and Excel); proficient in virtual collaboration (Microsoft Teams, etc.)
Desired Qualifications
- Experience delivering HMA Assistance on at two or more previous disasters
- Experience and practical knowledge of FEMA Categories and project worksheet development
- Possess flexibility to respond to and manage different tasks, often with competing priorities
- Excellent verbal and written communication skills
- Ability to work in a team environment
- Strong work ethic and ability to work independently
