MILCON On‐Site Representative

Job Summary

Review plans, specifications, and work packages for accuracy and compliance with established procedures. Communicate with the PMS397 MILCON PM to seek approvals and clarify requirements. Represent the program office at meetings with NAVFAC, EB, TRF, and the General Contractor. Evaluate team performance to recommend improvements and communicate engineering solutions for risk mitigation. Organize meetings, conduct daily site reviews, and provide progress updates to the MILCON Lead. Travel for design reviews with supporting organizations. Maintain a SECRET DoD Security Clearance and work full-time with up to 10% telework and CONUS travel.

Required Qualifications

  • Bachelor's degree in any discipline or equivalent military experience
  • At least 10 years of related experience
  • Ability to obtain and/or maintain a SECRET DoD Security Clearance
  • Required access to all worksite locations
  • U.S. citizenship
  • Legally authorized to work in the United States at the time of hire and throughout employment
  • Ability to climb stairs
  • Ability to navigate uneven surfaces
  • Ability to conduct site inspections in outdoor or industrial environments
  • Ability to lift and carry up to 20 pounds of equipment or materials
  • Ability to travel CONUS
  • Travel up to 10%
  • Ability to stand
  • Ability to walk construction sites
  • Ability to use hands to finger, handle or feel
  • Ability to reach with hands and arms
  • Ability to talk
  • Ability to hear
  • Ability to account for the full number of hours in each pay period
  • Attendance at required meetings, site reviews, and coordination sessions is mandatory
  • Occasional early or extended hours during periods of heightened program activity or emergent tasking

Desired Qualifications

  • Prior Submarine Service
  • DOD MILCON, NAVFAC, and/or project/facilities management experience
  • Bachelor's degree in engineering (civil, mechanical, electrical), construction management, or a related technical field
  • PMP/CAPM
  • Advanced MS Office skillset with Microsoft Products to include Outlook, PowerPoint, Word, Teams, Excel, Power BI, etc.
  • Ability to multi-task in a fast-paced environment accepting emergent tasking with little to no supervision and/or direction
  • Efficient time management skills
  • Ability to coordinate multiple stakeholders, tight deadlines, and reporting on major MILCON projects
  • Naturally inquisitive with the ability to undertake and deliver projects with minimal supervision
  • Outstanding written and oral communication skills to communicate effectively and build strong working relationships with a vast team of diverse professionals
  • Attention to detail and the ability to meet tight deadlines, as well as work independently and with sufficient knowledge to present projects to senior management
