Job Summary

Mid-Level Payroll Specialist needed to support federal payroll operations across varied appointment types. Responsibilities include core payroll processing (leave audits, adjustments, allotments, lump-sum payments, state tax issues), coordination with NFC, retirement-related payroll actions, disbursement activities, research and resolution of discrepancies, handling payroll inquiries via ServiceNow, and maintaining accurate payroll and retirement records. Apply working knowledge of federal regulations (NFC directives, OMB guidance, CFR, CFO Act, Debt Collection Improvement Act) and utilize systems such as NFC, PowerTerm, SPPS, EPIC, and GovTA. Requires strong attention to detail, ability to manage multiple priorities in a high-volume environment, and excellent communication skills. Bachelor’s degree and at least 5 years of federal payroll experience are required.

Required Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, or a related field
  • Minimum of 5 years of experience in federal payroll operations within a U.S. Government agency or department
  • Familiarity with federal payroll policies, procedures, and regulatory frameworks (NFC, OMB, CFR, CFO Act, Debt Collection Improvement Act)
  • Experience working with federal payroll systems and tools
  • Must not have prior USAID experience (per contract requirements)
