Job Summary
Conduct timely field monitoring visits to NPA projects across southern Yemen, including site assessments, interviews, and focus group discussions to ensure evidence-based results. Develop and maintain the annual MEAL plan, produce monitoring checklists, and validate data through routine quality checks and partner capacity building. Analyze programme performance data to identify trends and support the Programme Coordinator in designing logical frameworks, setting SMART indicators, and preparing monthly, quarterly, and annual reports. Facilitate external evaluations, document lessons learned, and assist in interpreting data for staff and beneficiaries. Ensure NPA MEAL documents are uploaded to SharePoint and that complaint mechanisms are operational and addressed professionally.
Required Qualifications
- Frequent travel with overnight stays across southern Yemen
- Develop and maintain an annual MEAL plan
- Conduct monitoring site visits to NPA programmes/projects in Yemen
- Ensure evidence-based results are collected
- Participate in all MEAL aspects, for example, surveys, baselines, evaluations, joint projects, monitoring and reviews and lessons learning workshops/events
- Produce monitoring checklists and conduct field process monitoring, quality assessment and data validation
- Provide feedback and recommendations for timely improvement
- Support proposal development, logical framework design, SMART indicator development, target setting and MEAL budgeting
- Undertake accountability activities, including the development and use of information sharing materials and the establishment of complaint response mechanisms
- Ensure that complaints are logged and addressed in a professional and timely manner
- Ensure serious complaints relating to abuse, exploitation and corruption are referred appropriately
- Update the log-frames/results frameworks of NPA programmes
- Coordinate with NPA partners and ensure the timely review of received data
- Analyse programme performance data and identify trends, gaps, risks and opportunities for programme improvement
- Ensure the quality of monitoring data reported by the NPA partners through capacity building, supportive supervision, routine checking and validation of data
- Ensure NPA MEAL documents are regularly uploaded onto the NPA SharePoint
- Contribute to organisational learning through supporting the Programme Coordinator in documenting the lessons learned and developing approaches for community analysis and utilisation of data for decision-making
- Ensure lessons learned and best practices are systematically documented and integrated into future programming
- Implement evaluation procedures and systems
- Support and facilitate the conduct of any external evaluations and monitor the follow-up of evaluation recommendations
- Conduct lessons learned workshops for NPA programmes
- Assist CD and NPA senior international staff in interpreting when talking to staff or beneficiaries when other interpreters are unavailable
- Ensure NPA and partners' accountability systems are in place towards beneficiaries and donors
- Prepare monthly, quarterly and annual MEAL reports
- Contribute to donor reports by providing verified monitoring data, indicators and analysis
- Assess the MEAL capacities and needs of NPA partners and contribute to appropriate capacity-development plans
- Provide training, coaching and supportive supervision to partners on MEAL tools, data collection, reporting and accountability
- Conduct routine data-quality checks and follow up with partners on agreed improvement actions
- Promote the consistent use of NPA MEAL standards, tools and reporting requirements across partner projects
- Complete and sign a Safeguarding self-declaration
- Adhere to NPA's Code of Conduct, Safeguarding Policy and Anti-Corruption Policy
