Job Summary
Develop and adapt country-specific Theories of Change and indicators aligned with HALO's global frameworks while designing, reviewing, and improving data collection tools and reporting templates. Ensure MEAL systems are integrated across departments and support baseline studies, evaluations, and impact assessments in line with donor requirements. Build capacity of programme and operational teams on MEAL approaches through training and mentorship, and document lessons learned to inform internal and external research initiatives. Represent HALO at national and regional MEAL forums and stay informed on sector best practices within mine action and humanitarian programming.
Required Qualifications
- Advanced degree (MSc or equivalent) in social development, statistics, economics, international relations, or a related field
- Significant experience in designing and implementing MEAL systems in humanitarian or development contexts
- Strong skills in data collection, analysis, interpretation, and reporting
- Proven experience supporting teams in MEAL methodologies and tools
- Excellent written and verbal communication skills in English
- Proficiency in Microsoft Office, particularly Excel; experience with data analysis and visualisation tools (e.g. Power BI, SPSS)
- Experience with donor reporting requirements, including Logical Frameworks and Theories of Change
- Strong interpersonal skills and experience working in multicultural environments
- Ability to work independently, manage priorities, and perform under pressure
- Must be able to work onsite in Menongue, Angola
Desired Qualifications
- Experience in mine action or humanitarian programming
- Experience working in Angola or Southern Africa
- Knowledge of Portuguese is an advantage
- Experience in remote or field-based programme settings
