Job Summary

Monitor and evaluate solar markets nationwide to identify emerging policy, regulatory, and market developments, and execute market and policy priorities under the direction of the Vice President of Policy. Develop deep knowledge of state community solar markets, including legislation, utility tariffs, incentives, and project economics. Track regulatory dockets and pending legislation to identify risks and opportunities, then synthesize complex information into actionable summaries and recommendations for leadership and internal teams. Assess financial implications of market changes to inform project finance analysis and modeling. Identify and recommend new market opportunities by integrating policy, regulatory, and financial considerations. Support policy strategy execution, draft regulatory comments and testimony, and represent New Energy in meetings with lawmakers, regulators, and industry stakeholders. Build relationships with external partners to advance favorable community solar policies. Collaborate cross-functionally with Development, Legal, and Finance teams to translate regulatory developments into actionable project-level implications. Maintain organized market intelligence resources to support strategic decision-making.

Required Qualifications

  • 4+ years of relevant professional experience in renewable energy, solar, energy policy, regulatory affairs, utility regulation, government affairs, market development, or a related field
  • Demonstrated experience analyzing state energy policy and regulatory frameworks, including legislation, regulatory proceedings, utility programs, tariffs, incentives, and renewable energy markets
  • Strong understanding of the U.S. solar industry
  • Experience evaluating new or emerging energy markets and translating policy and regulatory developments into business and project-level implications
  • Strong financial and analytical skills, including the ability to understand project economics, identify key revenue and cost drivers, and work effectively with financial models
  • Experience with Excel-based financial modeling
  • Experience engaging with external stakeholders, including legislators, regulators, utilities, industry associations, consultants, and other policy or market participants
  • Strong written communication skills, including the ability to draft regulatory comments, policy summaries, presentations, briefing materials, and other written communications for both internal and external audiences
  • Strong verbal communication and interpersonal skills, with the ability to clearly communicate complex policy and market issues to both technical and non-technical audiences
  • Ability to independently research and synthesize large amounts of complex information and distill it into clear conclusions and actionable recommendations
  • Ability and willingness to travel regularly to priority markets, industry meetings, conferences, regulatory proceedings, and stakeholder meetings
  • Bachelor's degree in public policy, economics, business, political science, environmental studies, engineering, energy, or a related field

Desired Qualifications

  • Direct experience in community solar, distributed generation, or other customer-sited renewable energy programs
  • Experience evaluating project-level economics and financial models for renewable energy projects
  • Established relationships with state policymakers, regulators, utilities, and renewable energy industry organizations
  • Experience working in multiple U.S. energy markets and demonstrated ability to quickly learn the regulatory and policy environment of new states
  • Experience with energy market research, competitive intelligence, or market-entry strategy
  • Demonstrated ability to manage multiple markets, projects, and priorities simultaneously in a fast-paced environment
  • Advanced degree
