Manager, Workforce & Community Training Initiatives (Permanent, Full-Time)

Job Summary
Manage the planning, operation, and continuous improvement of workforce training initiatives and project-based funding programs under the Workforce Readiness Initiative, Workforce Development Agreement, and Community Based Training. Lead teams delivering programs for Indigenous and equity-deserving communities while ensuring provincial training investment strategies align with economic sector needs and apprenticeship completion goals. Develop strategic relationships with First Nations, Métis, Inuit organizations, industry partners, and government entities to incorporate diverse perspectives into investment planning and program development. Oversee budget management, financial accountability, and performance tracking for externally funded agreements, providing expertise and issue resolution to internal and external stakeholders. Identify emerging gaps in the training system, support research and analysis for policy decisions, and represent the organization at conferences and stakeholder meetings to advance workforce development priorities.
Required Qualifications
- Post-secondary education in Business, Education or Careers and/or related field in Indigenous Studies, and/or Equity, Diversity & Inclusion (EDI) Studies
- 5+ years of supervising teams
- 5+ years of program, stakeholder and/or project management experience, including proven ability to lead large projects with wide stakeholder impacts
- 5+ years of funding agreement management including budgeting and financial management experience
- Experience working with multiple stakeholders with diverse perspectives and priorities in complex environments
- Experience building and maintaining relationships with training providers and other partners, and community-based organizations, including working with diverse communities
- Experience in engaging with Indigenous communities and organizations
- Experience in speaking at public events and stakeholder and community meetings
Desired Qualifications

- equivalent education and experience will be considered
- Project Management, Career Development, EDI and Indigenous Studies, and/or Trades Certification
- Management and Administration
- Work experience in labour market and training for employment programs
- Experience with employment services
- Previous experience working in careers related programs and/or services
- Previous experience in trades or in-depth knowledge of trades programs
- Knowledge of SkilledTradesBC policies, initiatives, programs, trades, and program standards
- Understanding of target groups (e.g Indigenous peoples, women, youth, immigrants, Indigenous people, 2SLGBTQ+, persons with disabilities, people of colour)
