Job Summary
Oversee the planning, management, and delivery of inspection, maintenance, rehabilitation, and construction programs for bridges, culverts, sign structures, tolling gantries, and retaining walls across the Highway 407 ETR service area. Lead the development of annual and multi-year maintenance and capital plans, establish funding priorities, and manage the annual operating and capital budgets for structural assets. Direct the Structures team through performance management, workforce planning, and training while acting as Contract Administrator for consultants and contractors. Manage and perform structural inspection programs, including annual detailed maintenance inspections and biennial OSIM inspections, and respond to emergency situations involving structural assets. Provide technical expertise and strategic recommendations regarding asset lifecycle management and ensure compliance with all applicable regulatory requirements and industry standards.
Required Qualifications
- Bachelor's degree in Civil Engineering or equivalent
- Professional Engineer (P.Eng.) designation in the Province of Ontario, in good standing
- Minimum 10 years of progressively responsible experience in the inspection, maintenance, rehabilitation, and construction of bridges and transportation structures
- Demonstrated success in planning, budgeting, prioritization, resource management, project execution, and problem resolution
- Strong commitment to safety leadership and the promotion of safe work practices
- Comprehensive knowledge of the Canadian Highway Bridge Design Code, MTO Structural Manual, MTO Rehabilitation Manual, and related industry standards
- Strong knowledge of contract administration, traffic management requirements, and structural inspection and evaluation practices
- Proven ability to plan, schedule, supervise, and technically direct complex projects and programs
- Excellent analytical, decision-making, and problem-solving skills
- Strong verbal and written communication skills with the ability to effectively engage internal and external stakeholders
- Excellent interpersonal and organizational skills, with the ability to manage competing priorities in a fast-paced environment
- Experience working with Ontario Provincial Standard Specifications (OPSS) and Ministry standards
- Ability to work outside normal business hours when required
- Ability to maintain a high degree of professionalism and confidentiality
