Job Summary

Lead the facility-level Safety Basis program by developing hazard identification, categorization, and accident analysis while managing the creation of Unreviewed Safety Question determinations and technical safety requirement changes. Provide direction for self-assessment and external management assessments to drive quality improvement, and resolve technical issues requiring interpretation and conflict resolution. Develop facility-level audits, assessments, and metrics to measure Safety Basis/USQ performance, while ensuring initial and refresher training is effectively performed on personnel. Maintain procedural and regulatory compliance, including stopping work if operations are unsafe or compromise security, and represent the organization in resolving difficult technical issues.

Required Qualifications

  • Proven and demonstrated leadership and organizational abilities with history of demonstrated ability to lead others in high-demand situations
  • Knowledge of and proficiency in Department of Energy [DOE] and industry standards on Safety Basis
  • Expert experience with Department of Energy [DOE] or Nuclear Regulatory Commission [NRC] facilities. May also include Naval Reactors experience.
  • Experience with evaluation of proposed changes or discrepant as-found conditions involving Hazard Category 2 or 3 Nuclear Facilities to determine approval authority
  • Ability to perform critical strategic tasks and to interpret broad strategic requirements and develop and execute plans to satisfy them
  • Ability to have major impact on organizational success and productivity, with latitude for independent judgment
  • Ability to communicate effectively at the highest levels
  • Ability to train and mentor more junior staff
  • Can be viewed as an expert within a specialty and as highly competent within the broad discipline, both internally and externally
  • Level of language skills, mathematical skills, communication skills, reasoning ability and computer skills necessary to perform essential functions of the job
  • Strongly committed to team-building and staff development
  • Bachelors' degree combined with 7 years' relative experience
  • Experience must include at least 3 years of supervisory responsibility
  • Per DOE O 426.2, this position requires a bachelors degree and four years of nuclear experience
  • Ability to obtain a Q level Department of Energy security clearance
