Job Summary
Lead and deliver complex SIGINT-focused programs within the STC at Northrop Grumman. Oversee cost, schedule, and technical performance across multiple IPTs from inception through closeout, including proposal development, program planning, budgeting, risk management, and customer engagement. Manage master plans, SOWs, baselines, and adherence to EVM-based cost/schedule controls. Drive reliability and performance for government contracts (DoD/IC) with a TS/SCI clearance requirement, onsite in Chantilly, VA, and opportunities for OCONUS support. Mentorship and cross-functional leadership to achieve contract objectives while maintaining customer intimacy and business growth.
Required Qualifications
- Bachelor’s degree with 8 years of relevant experience or Master’s degree with 6 years of relevant experience
- Demonstrated experience leading Cost-Plus and/or Fixed Price contracts with annual values exceeding $15M
- Demonstrated experience supporting programs within the Defense and/or Intelligence Community (IC) market
- Demonstrated experience with Earned Value Management (EVM) or similar cost & schedule control methodologies and tools
- Active U.S. Government Top Secret/SCI clearance required
- Demonstrated analytical skills with experience interpreting program data, defining workflows, and developing metrics to support program control and process improvement initiatives
- Demonstrated ability to lead cross-functional Integrated Program Teams (IPT)
- Experience developing proposals and business plans
- Experience managing budgets, baselines, schedules, and resources
- Experience with SOW creation, contract changes, and negotiation
- Experience coordinating with government stakeholders and customers
- Experience with risk & opportunity management
- Experience in program lifecycle management from inception to closeout
- Experience managing subcontractors and supplier performance
- Experience with cost and schedule reporting tools and metrics
- Experience with international or CONUS/OCONUS operations (preferred)
- Current PMP Certification (preferred)
- Experience in SIGINT/ECM hardware and software development (preferred)
- Experience in OCONUS deployments or sustainment activities (preferred)
- Experience interacting with Government stakeholders and mission coordination (preferred)
- Demonstrated ability to identify customer requirements and pursue follow-on business opportunities (preferred)
- Experience proposal management, schedules, and compliance reviews (preferred)
- Demonstrated ability to manage resources within cost, schedule, and technical constraints (preferred)
- Experience with government/government contractor environments (preferred)
Desired Qualifications
- PMP Certification (preferred)

- Experience in SIGINT, defense, or IC market (preferred)
- Experience with OCONUS deployments or operations (preferred)
- Ability to lead and deliver on high-value programs (> $15M)
- Experience with subcontractor and supply chain management
- Experience with proposal management and compliance reviews
- Experience with budget baselines and earned value management tools
- Demonstrated analytical and data interpretation skills
- Active security and governance mindset to support classified programs
