Manager, Permitting (Southwest Region)

Job Summary
The role focuses on planning, coordinating, and leading permitting efforts for utility-scale solar and energy storage projects in the Southwest U.S. The Manager, Permitting will develop and lead project-specific permitting strategies, manage permitting schedules and budgets, supervise external consultants (environmental, legal, cultural resources, public relations, hydrology, etc.), assess site feasibility and permitting complexity, engage with local, state, and federal regulatory authorities and AHJs, represent the project at public hearings and community meetings, and ensure smooth handoffs to EPC/O&M. Travel within the Southwest region and nationally is required. A bachelor’s degree is required with at least five years of experience in discretionary permits and land entitlements; a master’s degree is preferred.
Required Qualifications
- Bachelor’s degree in environmental studies, biology, land use planning, geography, urban/regional planning, engineering, public policy, renewable energy development, or other relevant field; master’s degree preferred
- minimum of five (5) years of experience obtaining discretionary permits and land entitlements; Southwestern U.S. experience strongly preferred
- experience obtaining discretionary land use permits (including conditional use permits, special use permits, zone changes/amendments, and general/comprehensive plan amendments, BLM/BOR/BIA/DOE Rights-of-Way) and natural resource permits
- strong written and verbal communication skills
- travel willingness to support permitting activities
- ability to manage multiple permitting workstreams across a regional portfolio
