Job Summary
Conduct land development engineering support across Keel Infrastructure's HPC data center and energy portfolio from initial site due diligence through entitlement, design, and construction. Support engineering due diligence for prospective sites, including preliminary grading, utility availability, and geotechnical analysis, while coordinating assessments with third-party consultants. Prepare due diligence summaries and risk assessments to support corporate development decisions. Submit entitlement applications for rezoning, conditional use, and site plan approval with local jurisdictions, representing the company at municipal hearings and tracking milestones. Provide engineering oversight of civil design packages, including grading, drainage, and utilities, ensuring conformance with jurisdictional requirements. Partner with construction teams on bid packages, contracts, and field conditions, managing closeout of land development obligations through project completion.
Required Qualifications
- Bachelor's degree in Civil Engineering, Land Use Planning, or related field
- 7+ years of experience in land development, civil engineering, or entitlements, including experience with data center, energy, or large-scale industrial/infrastructure projects
- Experience managing due diligence, feasibility, and entitlement processes for large-scale development projects
- Working knowledge of civil engineering concepts — grading, drainage, utilities — sufficient to review and direct consultant work
- Experience coordinating with municipal planning/zoning departments, land use attorneys, and consultants
- Proven ability to manage multiple concurrent projects, schedules, and budgets
- Exceptional written and verbal communication skills; comfortable presenting to municipalities, agencies, and senior leadership
- Valid driver's license and ability to travel to project sites as needed
Desired Qualifications
- Working knowledge of AutoCAD Civil 3D, ArcGIS, and Bluebeam Revu
- Experience with data center or other mission-critical facility site development
- PMP certification, or ability to acquire
- Professional Engineer (PE) license preferred but not required
