Job Summary

Manager for Government and Regulatory Affairs overseeing policy development and advocacy across the MISO and PJM footprints (Illinois, Indiana, Iowa, Pennsylvania with possible coverage evolution). Responsibilities include monitoring and analyzing legislative and regulatory developments, translating implications into internal recommendations, building relationships with policymakers, regulators, trade associations, coalitions, and external forums, coordinating external advocacy with contract lobbyists, partnering with internal teams to align policy strategy with business objectives, drafting internal briefings and position materials, maintaining stakeholder maps and policy calendars, mentoring junior staff, and supporting cross-functional collaboration to advance Scout’s development and operating portfolio. Travel up to 25% and hybrid work arrangements to Boulder, CO are noted; remote arrangements may be considered for the right candidate.

Required Qualifications

  • Bachelor’s degree from an accredited college program in political science, business, communications, international relations, or related discipline (advanced degree preferred)
  • 4+ years of relevant work experience in renewable energy, state legislative and/or state regulatory affairs
  • Understanding of state legislative processes and utility commission regulations in renewable energy
  • Demonstrated research and analysis experience, including synthesizing complex issues into clear communications with focus on anticipated impact and recommended action
  • Strong written, verbal, and interpersonal communication skills
  • Demonstrated team-building and coalition-building experience with cross-functional internal and external advisors and stakeholders
  • Demonstrated ability to influence legislation and regulation at multiple levels including through industry groups and contracted lobbyists
  • Willingness and ability to travel up to 25% of the time (travel expectations may vary by location)
