Job Summary
Review, analyze, and interpret labor-related terms across LA28 contracts, with expanded emphasis on supplier and service agreements addressing contractor workforce deployment, staffing commitments, union requirements, and reporting obligations. Monitor contractor workforce commitments, readiness indicators, and contractual requirements to identify emerging issues, gaps, and dependencies requiring stakeholder action for successful mobilization. Establish and maintain contractor-specific tracking systems and dashboards to monitor fulfillment of labor obligations, workforce reporting requirements, and readiness milestones throughout pre-Games and Games-time operations. Develop and maintain a centralized repository of labor-related contractual obligations, including contractor workforce provisions, service commitments, decision rights, reporting requirements, and expectations, ensuring cross-functional teams have clear visibility into contractor responsibilities. Establish and manage contractor workforce escalation pathways, ensuring workforce issues are appropriately triaged, routed, tracked, and resolved through appropriate stakeholders to support workforce readiness and operational continuity. Serve as the primary liaison between LA28 and contractor organizations, ensuring contractors understand workforce expectations, reporting requirements, contractual workforce commitments, and Games-time workforce policies. Monitor collective bargaining agreements, neutrality agreements, project labor agreements, and other labor commitments. Advise on contractor workforce selection processes to ensure alignment with organizational requirements and values. Conduct contractual analysis to inform contractor workforce integration, readiness, and planning for Games time operations. Collaborate with other team members to ensure operational systems align with contractual obligations. Partner with contractor organizations, venue teams, and supplier partners to understand labor requirements, staffing commitments, union relationships, and expectations. Monitor trends in labor law, collective bargaining, and industry practices that may impact contractual obligations. Provide workforce policy support as needed, ensuring policies align with contractual obligations affecting contractor workforce operations. Understand technology systems requirements and validate that systems support contractual tracking and monitoring.
Required Qualifications
- Minimum of 5+ years of progressive experience in contractor workforce management, workforce operations, supplier or contractor oversight, or large-scale event operations
- demonstrated experience reviewing contractual workforce requirements, monitoring workforce commitments, and supporting operational readiness initiatives
- Strong understanding of contractor workforce models, and workforce requirements within complex, multi-vendor operational environments
- Proven experience analyzing complex contracts for labor-related terms, obligations, and risks, particularly venue use agreements, supplier contracts, and partnership arrangements
- Strong knowledge of prevailing wage requirements, project labor agreements, neutrality agreements, union jurisdiction, work preservation clauses, and labor-specific contract provisions
- Experience establishing tracking systems, conducting audits, developing risk mitigation strategies, and creating centralized repositories for labor commitments
- Excellent analytical skills with ability to identify gaps, assess operational risks, and provide strategic recommendations to senior leadership
- Strong project management abilities with experience managing multiple concurrent initiatives across diverse stakeholder groups
- Exceptional attention to detail with demonstrated ability to maintain accurate records, documentation, and audit trails
- Excellent communication and presentation skills with ability to explain complex requirements to cross-functional audiences including Legal, Procurement, Operations, and Finance
- Experience partnering with Legal, Procurement, Operations, and Finance teams on initiatives and contract negotiations
- Experience working with contractor or vendor workforces in at least two of the following operational categories: Competition Venue Operations, Building Trades (Construction & Infrastructure), Ceremonies & Fan Engagement, Ports/Airports/Transportation, Broadcast Operations, Hospitality, or Non‐Competition Venue Operations
- Ability to perform workforce policy development, systems analysis, and workforce integration support as organizational needs require
- Strong relationship management skills with experience navigating venue partnerships, supplier relationships, and labor union dynamics
- Demonstrated commitment to co-creation and collaborative decision-making in cross-functional environments
- Proficiency with contract management systems, tracking tools, risk assessment frameworks, and Microsoft Office Suite (advanced Excel for data analysis and dashboard development)
- Bachelor's degree in Business Administration, Operations Management, Supply Chain Management, Project Management, or a related field, or equivalent work experience

- Experience supporting Games Time operations, large-scale events, or complex multi-venue operations preferred
