Job Summary
The Manager, Constituent Services provides dual support to HABC’s Engineering and Capital Improvement division in real estate management, including oversight of the Duncanwood Archive Facility, and serves as liaison to the Resident Advisory Board (RAB). Responsibilities include developing, coordinating, and monitoring RAB programs and tenant council activities; managing special projects and assignments designated by the RAB; advising on lease negotiations, space planning, and records management; responding to requests for leased space from internal departments and external agencies; and supporting modernization of HABC/HCD-owned facilities while ensuring alignment with the Authority’s mission and objectives. Real estate duties include managing a portfolio of non-residential leases and events, maintaining lease data, renewing leases, obtaining appraisals, negotiating terms, budgeting, and preparing reports; archiving, document retention, and vendor management; and acting as liaison with legal and city entities to advance real estate projects. The role requires coordinating with residents, board members, and staff, and may involve evenings/weekends and compliance with leasing standards and regulatory requirements.
Required Qualifications
- Bachelor’s degree in Real Estate, Development, Public Administration, or a related field
- minimum of four (4) years of experience in government or private industry involving the development, review, and approval of leases and lease negotiations
- two (2) years of records/document management and supervisory experience
- Possession of a valid Maryland driver’s license
- Must be able to be covered under the Authority's vehicle insurance policy
- Must not engage in private real estate business
- Availability to work some evenings and weekends as needed
- Successful completion of a prescreening investigation, including verification of employment history and education credentials
- 6-month probationary period
