Manager, Capital Finance & Grants Management

Develop and maintain the 5-Year Capital Improvement Plan in coordination with Finance, Engineering, and Operations. Manage the capital budget, including cash-flow forecasting, monitoring spending against budgets, and recommending corrective actions. Serve as the primary finance representative on the Grants Leadership Committee to identify, pursue, and secure federal, state, and local grants. Oversee the full lifecycle of grant-funded activities, including allowability, cost allocation, drawdowns, and grantor reporting. Lead preparation for the FTA Triennial Review and ensure compliance with Uniform Guidance and external audit requirements. Prepare monthly, quarterly, and annual capital financial reports for executive leadership and the Board. Supervise and develop staff while managing workload planning and performance goals. Partner with Finance, Operations, and Procurement teams to provide financial guidance supporting service reliability. Serve as the functional lead for ERP modules related to grants, project accounting, and fixed assets, driving improvements in automation and reporting.
