Job Summary
Lead end-to-end bid management for Middle East Civil Infrastructure, overseeing proposal development, tender evaluation, and contract negotiation from identification to award. Develop technical and commercial proposals including pricing, benchmarking, and cost estimates while managing sub-consultant quotes and negotiations. Collaborate with senior leadership to define pursuit strategies, conduct market research, and prepare internal and external reports. Participate in go/no-go decisions, review tender documents, and ensure compliance with AECOM policies, delegations of authority, and Risk Committee directives. Independently present to the Risk Committee for pursuits up to $50m and mentor junior staff. Deliver bids within strict deadlines while maintaining accurate Salesforce entries and legal qualifications.
Required Qualifications
- Minimum 10 years of professional experience in bid management, proposal development, or related business development roles
- Proven expertise in managing complex tenders and RFP processes
- Strong analytical and problem-solving skills with exceptional attention to detail
- Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint)
- Excellent written and verbal communication skills in English
- Demonstrated ability to manage multiple bids simultaneously while meeting tight deadlines
- Experience with budget analysis, cost estimation, and financial modeling
- Strong organizational and project management capabilities
- Ability to work effectively in cross-functional team environments
- All newly hired employees are required to attend an in-person Day 1 onboarding at an AECOM office location as a condition of employment
Desired Qualifications
- Experience working in the UAE or Middle East market
- Knowledge of local procurement regulations and compliance requirements in the UAE
- Previous experience leading or mentoring bid teams
- Background in construction, consulting, engineering, or related industries
- Experience with contract negotiation and commercial terms
- Certification in project management or bid management (PMP, APMP, or equivalent)
