Long Haul Network Development Project Manager

Job Summary
Lead cross-functional team to identify, qualify, develop and solve long haul route opportunities. Define route requirements, develop solutions (designs, costs and schedules) and mitigate project risks. Maintain a Plan of Record, evaluate multiple solution scenarios, and develop recommendations for approval. Manage RFIs, permitting (e.g., NEPA, Section 106, Tribal), vendor engagement, and contract bidding. Build and refine project budgets and milestone schedules; position projects for successful execution with internal partners and external vendors. Remote work within the United States is supported.
Required Qualifications
- Bachelor's Degree in Engineering or other related technical field, or equivalent work experience
- Minimum of 5 years' relevant experience in wireline carrier network planning, engineering and construction
- Minimum of 5 years' experience with large-scale network deployments, ideally related to OSP, Ethernet and/or wireless networks
- Minimum of 5 years' experience with OSP construction contract bidding, negotiation and administration
- Experience negotiating joint build or other build partnership agreements
- Experience with NTIA program requirements such as Davis-Bacon, BABA and EA is a plus
- Strong communication skills and ability to manage multiple projects in a fast-paced environment
- Proficiency with GIS-based tools and MS Office/Google Suite
