Locum, Senior Officer MEL

Job Summary
Conduct high-level technical expertise with partner Refugee-Led Organizations to build robust, sustainable Monitoring, Evaluation, and Learning systems. Collaborate directly with RLO staff to co-design tailored MEL frameworks, train on data collection methodologies, and integrate participatory evaluation methods. Translate field data into compelling evidence for grant applications by drafting logical frameworks and theory of change models. Package complex insights for advocacy campaigns, policy briefs, and donor reporting while standardizing templates to ensure compliance. Facilitate reflection sessions and learning workshops to foster continuous improvement and adapt program adjustments based on monitoring data. Requires a Bachelor's degree in Statistics or Social Sciences and minimum 2 years of MEL experience working with grassroots organizations. Current police clearance is a special requirement.
Required Qualifications
- Bachelor's degree in Statistics, Social Sciences, International Development, Monitoring and Evaluation, or a related field
- Minimum of 2 years of progressive experience in MEL
- Proven track record of working alongside grassroots or Refugee-Led Organizations
- Deep familiarity with qualitative and quantitative evaluation methodologies
- Experience designing log frames and indicators for major international institutional donors
- Exceptional mentorship, training, and cross-cultural communication skills
- A strong commitment to localized, community-led development principles
- Current police clearance
