Job Summary
Consultant to UNFPA Tanzania to develop a Tanzania-specific Midwifery Investment Case. Responsible for inception and stakeholder engagement, situation analysis, and modeling of health impacts, costs, and workforce requirements to institutionalize midwifery models of care. tasks include organizing inception workshop with government officials, UN agencies, midwifery associations, CSOs and partners; developing stakeholder engagement plans; conducting landscape analysis of maternal and neonatal health; defining intervention packages; estimating health and economic impacts using tools like Lives Saved Tool; producing investment scenarios and policy recommendations; preparing validation workshops, policy briefs, and dissemination materials; delivering inception report, situation analysis, draft and final investment case, policy brief, and workshop reports; ensuring alignment with national priorities and enabling environment; 60-day consultancy with three milestone-based payments; travel for data collection and stakeholder consultations; remote work in Dar es Salaam with travel as needed.
Required Qualifications
- Master’s Degree in Health Economics, Public Health, Health Financing, or related health sciences
- Minimum 5 years of professional experience in health financing, investment case development, or cost-benefit analysis (preferably in reproductive health)
- Experience with costing tools (SPECTRUM/FamPlan, LiST, WHO CHOICE) or equivalent impact modeling tools for SRMNCAH
- Demonstrated experience engaging with Government, UN agencies, and development partners
- Excellent analytical, facilitation, and communication skills in English
- Fluent in English and Kiswahili
