Job Summary
Learning and Development Specialist to advance NYC Emergency Management’s leadership development programs, coach staff, and develop/implement professional development trainings (in-person and live online) for emergency management professionals. Responsibilities include designing and facilitating trainings, applying adult learning theory and instructional design, developing content using tools like Articulate, coordinating with subject matter experts and external vendors, supporting the NYCEM Academy and LMS, and managing training activities. On-call Emergency Operations Center (EOC) duties require non-business hours during emergencies; in-person office presence three days per week with potential additional days during trainings. Preference for professional coaching/leadership development certification, experience designing leadership programs, strong communication and public speaking skills, competency frameworks, and experience with eLearning/LMS products. Suitable for candidates authorized to work in the U.S. without visa support; funding through 8/31/2027 with possible extension.
Required Qualifications
- Four-year high school diploma or equivalent and six years of professional experience in one or more of: emergency management, fire, police, public safety, public health, public administration, urban planning, engineering, or related areas; OR a bachelor's degree and two years of professional experience in the listed areas; OR a master's degree and one year of professional experience (with at least two years in the listed areas); OR education/experience equivalent to these options with a four-year diploma as a baseline.
