Job Summary
Manage a staff of engineers and analysts focused on emerging policy and practice issues within systems engineering and test and evaluation communities. Lead teams evaluating cutting-edge technology and engineering capabilities for high-priority DoD acquisition programs, driving digital innovations to streamline test and evaluation and accelerate the acquisition lifecycle. Integrate AI tools to automate test deliverable development and administrative processes while coordinating with the Data Management Platform. Serve as a leading voice for Office of Undersea Warfare Systems R&E, interfacing with OSD elements, service offices, and industry experts to provide systems engineering expertise for Major Defense Acquisition Programs. Review end-to-end systems capabilities, design analyses, and lead quality control efforts for DTE&A products. Provide expert input to emerging DoD policies and brief senior decision makers on risks and issues.
Required Qualifications
- Active TS/SCI Clearance
- BS plus 20
- Management/Leadership experience
- Demonstrated experience communicating with senior level customers
- Master's Degree highly desired

- Experience working within DoW programs
- Experience as a Deputy Chief Engineer
- Experience leading teams in evaluating cutting-edge technology and engineering capabilities
- Experience driving digital engineering innovations and best practices into acquisition programs
- Experience integrating innovative digital engineering and Artificial Intelligence (AI) tools and processes
- Experience coordinating to stay abreast of the maturation of the DTE&A Data Management Platform (DDMP)
- Experience as a leading voice for OUSW R&E
- Experience providing Systems Engineering and Developmental Test and Evaluation (DT&E) expertise/knowledge in support of Major Defense Acquisition Programs (MDAP) and OSD policy
- Experience using a holistic approach to review end-to-end systems and systems-of-systems capabilities through their entire life cycle
- Experience engaging with programs across DoW to be able to fully understand and assess issues and factors impacting rapid capability delivery, T&E effectiveness, and acquisition challenges
- Experience working closely with action officers and assessment teams to design and execute effective analyses
- Experience briefing senior DoW decision makers on risks and issues
- Experience using available documentation including digital products to discern and evaluate key requirements, test cases, verification, and validation efforts
- Experience as an acquisition system expert to understand the key issues, challenges, and drivers at program milestones
- Experience developing risk-focused assessment plans appropriate for program maturity and urgency
- Experience having an expert understanding of DoW instructions and regulations impacting acquisition and T&E efforts
- Experience understanding high-level industry product development strategies and impact upon capability delivery
- Experience working with multi-discipline engineering teams to develop detailed analyses of prototypes and acquisition programs
- Experience participating in design reviews of programs, components (hardware and software), and systems of systems
- Experience leading quality control efforts focused on DTE&A/SE&A products and processes
- Experience reviewing test plans/procedures, TEMPs, SEPs, ADMs, IMSs and other acquisition documentation
- Experience providing expert input to emerging DoW policies and instructions relating to acquisition and T&E issues
- Experience being very familiar with emerging technology, digital engineering tools and processes, and AI applications to engineering workflows
- Experience providing effective oral and written communication to all levels of government and corporate management
