Job Summary
Lead the pre-contract award phases of the procurement cycle for higher complexity acquisitions by defining needs, developing procurement blueprints, and awarding contracts in accordance with University policies. Receive contract requests, assess risk rankings, and create contract records while collecting spending information and engaging with prospective suppliers for benchmarking. Develop contracting approaches, prepare tendering documents, and conduct tenders by invitation or public calls to finalize mutually acceptable contract documents. Verify supplier eligibility, review tenders for compliance, and draft announcements for new contracts. Report on contract outcomes including economic, social, and environmental impacts, and provide debriefings to tenderers to support continuous improvement. Actively seek client feedback, review key performance indicators, and propose revisions to procedures as required.
Required Qualifications
- 3+ years' related experience with an emphasis on client service, autonomous use of financial and / or procurement systems, tendering and negotiations
- Must be bilingual (English and French) both verbally and written
- Must be familiar with the procurement function and supply chain dependencies
- Must be resourceful, with a strong degree of professionalism
- Must have attention to detail, with effective time management skills
- Must be a strong communicator and a team player
- Must have experience with common office software
- Must be authorized to work in Canada
- Must be willing to work in the province of Quebec at the campus where the position is based / located
- Bachelor's Degree
- 3 Years Related Experience with Bachelor's Degree
Desired Qualifications
- Understanding of University culture, policies and procedures is highly desirable
- Knowledge of the applicable public procurement law (An Act Respecting Contracting by Public Bodies)
