Job Summary

Direct complex enterprise transformation initiatives for the Bureau of Health Services Financing, establishing executive governance and managing risk mitigation across Medicaid, SNAP, FITAP, and KCSP programs. Design comprehensive project portfolios integrating change management plans, status reports, and strategic stakeholder communication frameworks while facilitating high-level alignment sessions with executive sponsors and cross-functional teams. Monitor project outcomes against scope and quality standards, proactively identifying adoption barriers to ensure successful sustainment. Serve as principal advisor to Deputy Directors on national eligibility policy trends and organizational change strategies, managing the full lifecycle of critical modernization projects from discovery through implementation. Collaborate with contractors to oversee contracted services using data-driven insights and operational metrics, representing leadership in executive working groups to spearhead the rollout of new program plans. Produce operational data and policy research to draft legislative audit responses and briefing documents for executive leadership.

Required Qualifications

  • Bachelor's degree
  • Minimum 8 years professional experience leading complex projects, enterprise initiatives, or multi-agency programs
  • Minimum 8 years professional experience in healthcare operations, performance consulting, organizational change management, or workforce development
  • Minimum 3 years professional experience developing and executing comprehensive project plans, stakeholder engagement strategies, risk mitigation strategies, and organizational change initiatives
  • Advanced proficiency in Microsoft Office, including Outlook, Word, and Excel

Desired Qualifications

  • Advanced degree in healthcare administration, public health, business administration, or relevant field
  • Minimum 10 years professional experience leading complex projects, enterprise initiatives, or multi-agency programs
  • Minimum 10 years professional experience in healthcare operations, performance consulting, organizational change management, or workforce development
  • Minimum 5 years professional experience developing and executing comprehensive project plans, stakeholder engagement strategies, risk mitigation strategies, and organizational change initiatives
  • Relevant industry certifications (PMP, Prosci CCP, CSM, or equivalent)
