Job Summary
Lead local permitting and entitlement efforts for a portfolio of data center projects, including annexations, rezoning, use permits, variances, and subdivisions. Act as the primary liaison between Rowan and city/county Authority Having Jurisdictions (AHJs) to identify, track, and manage permitting requirements and risks. Develop and maintain local permitting matrices for each site while collaborating with project leads, consultants, and Engineering, Construction, and Operations teams to ensure schedules are met. Evaluate new regions, policies, and potential projects for risk analysis, providing inputs to schedules, budgets, and organizational documentation. Train and coach other project leads on AHJ engagement and entitlements. This role requires the ability to travel up to 30% to project sites. The position is based in Denver, CO, with a hybrid schedule of three days in the office.
Required Qualifications
- Bachelor's degree in a related field (planning, environmental, real estate)
- Master's Degree in a related field
- At least 7 years of experience leading large-scale complex site development projects
- Experience analyzing local regulations
- Experience leading local AHJ permitting efforts
- Experience working with Planning Staff
- Experience researching permit requirements
- Experience utilizing online regulatory reporting
- Experience utilizing online GIS databases
- Experience developing permitting matrices
- Experience developing entitlement strategies
- Experience supporting or leading multiple efforts concurrently
- Experience communicating with senior leaders and executives at all levels of the organization
- Experience leading complex cross-functional efforts across teams
- Experience working with engineers to ensure alignment on deliverables and permitting schedules
- Experience with data center site development
- AICP certification
- Strong analytical and problem-solving skills
- Excellent communication and collaboration skills
- Ability to travel up to 30% to project sites
- Location: Denver, CO (Hybrid, 3 days/week)
