Job Summary
Junior Contract Specialist needed to support a 8(a) teaming partner in a high-volume, mission-critical federal acquisition environment. On-site in Rockville, MD. Responsibilities span pre-award through post-award phases: develop and maintain acquisition planning documentation; conduct and document market research (RFIs, Sources Sought, Industry Days); draft SOWs, SOOs, and PWSs; prepare acquisition plans, IGCEs, and procurement strategies; prepare J&As, D&Fs, pre-award notices; prepare solicitations and amendments using FAR and HHSAR; ensure alignment between sections L & M, evaluation criteria, and contract structure; manage procurement files; coordinate evaluation logistics; prepare evaluation templates and protest/debrief materials; assist with award documentation, FPDS-NG reporting, and post-award modifications; support invoice review and contract closeout. Minimum qualifications include 3+ years federal acquisition experience and knowledge of FAR/HHSAR; preferred FAC-C/DAWIA Level I. The role requires close collaboration with COs, PMs, and acquisition stakeholders in a fast-paced, on-site federal setting.
Required Qualifications
- 3+ years of federal acquisition experience
- Strong working knowledge of FAR and HHSAR
- Demonstrated experience supporting the full acquisition lifecycle
- Experience developing SOW/PWS/SOO
- IGCEs
- Solicitations (RFP/RFQ)
- Evaluation documentation
- Experience supporting high-volume acquisition environments
- Proficiency with PRISM
- Microsoft Office Suite
- SharePoint-based file management systems
- Strong written and verbal communication skills
- Ability to manage multiple concurrent contract actions independently
