Job Summary
Conduct a multidisciplinary review of legal, social, economic, institutional, and technological literature to assess Philippine judicial reorganization frameworks. Submit an Inception Report detailing research objectives, methodology, scope, and workplan, followed by a structured desk review of Philippine legislation, Supreme Court publications, and comparative studies on court management. Prepare a draft multi-disciplinary literature review report with preliminary findings and recommendations, then present these to EU-GOJUST and institutional partners for feedback before submitting the final report. Integrate the Gender Equality and Social Inclusion (GESI) Framework throughout implementation to ensure inclusive and equitable justice outcomes. This deliverables-based consultancy spans 35 working days over three months, reporting to the Senior Programme Advisor and Field Programme Coordinator.
Required Qualifications
- Advanced degree in Law, Political Science, Public Administration, Governance, Development Studies, or other related disciplines
- Must be a member in good standing of the Philippine Bar
- A minimum of Five (5) years of relevant experience in judicial reform, justice sector governance, legal or institutional reform, or public sector policy development
- Demonstrated substantial experience in multidisciplinary legal or institutional research, including legal and policy analysis
- Strong understanding of judicial systems, court administration, and institutional reform, preferably within the Philippine justice sector
- Proven ability to conduct analytical studies and evidence-based policy research and translate findings into practical recommendations, evidenced by published works and studies on institutional reform and justice sector governance
- Fluency in written and spoken English
- Excellent legal writing skills, particularly in preparing well-structured policy and legislative proposals
- Strong research, analytical, and synthesis skills
- Strong presentation and communication skills, including the ability to explain complex legal and institutional issues clearly to technical and non‐technical audiences
- Proficiency in Microsoft Word, Excel, and PowerPoint
- Ability to work with stakeholders, including government institutions and the judiciary
- Ability to work independently, meet deadlines, and adjust to evolving project needs
- High attention to detail and commitment to accuracy
- Ability to take guidance, incorporate feedback, and consider various perspectives
- Keen sense of ethics, integrity, and commitment to IDLO's mandate
