Judicial Process and Data Analyst (Locally Recuited)

Job Summary

Consolidate pending, active, and disposed case data across first-, second-, and appellate courts, disaggregated by judicial region and mapped to the eCourt system. Conduct empirical analysis of docket congestion, clearance rates, and judge-to-case ratios, benchmarked against international standards. Submit an inception report detailing methodology and work plans, then draft a final report with recommendations for docket standards and integration mechanisms. Present preliminary findings to EU-GOJUST and institutional partners, incorporating feedback on GESI framework integration. Complete deliverables within a 35-day effort over three months, adhering to a milestone-based payment schedule.

Required Qualifications

  • Advanced degree in statistics, data science, public administration, development studies, or any relevant field
  • A minimum of Ten (10) years of relevant experience in data collection and analysis, particularly focusing on caseload or docket management, court performance metrics, or justice sector data analytics
  • Fluency in written and spoken English

Desired Qualifications

  • Strong understanding of judicial systems, court administration, and institutional reform, preferably within the Philippine justice sector
  • Familiarity with the Philippine court system, and, where possible, prior exposure to the Supreme Court's eCourt system or similar judicial case management systems
  • Experience or familiarity with judicial reform projects, court administration, and caseflow or workload management
  • Demonstrated substantial experience in data consolidation, cleaning, and statistical analysis (ex. Using tools such as Excel, PowerBI, and other data mapping and visualization software)
  • Experience in producing data visualizations, dashboards, or maps for policy reform
  • Strong report-writing and presentation skills, with the ability to translate technical findings for a judicial and policy audience
  • Ability to work with stakeholders, including government institutions and the judiciary
  • Ability to work independently, meet deadlines, and adjust to evolving project needs
  • High attention to detail and commitment to accuracy
  • Ability to take guidance, incorporate feedback, and consider various perspectives
  • Keen sense of ethics, integrity, and commitment to IDLO's mandate
