Job Summary
Act as the liaison between Marine Forces Pacific, Indo-Pacific Command, and Department of War stakeholders by creating organizational ties and maintaining deep understanding of Fires, Command and Control, Intelligence, and Information operations requirements. Identify collaboration opportunities with stakeholders to enhance Combined Joint All Domain Command and Control capabilities and maintain an asymmetric advantage in the Information Environment. Collaborate with government and contracted teams to support the development, testing, evaluation, deployment, and integration of solutions enabling distributed maritime operations. Establish standard, repeatable processes and documentation for integration across the Marine Forces Pacific Area of Responsibility to include planning, scheduling, and coordination of required approvals and resources. Contribute to architecting resilient Kill Webs transitioning high-level functional systems from linear kill chains to dynamic, mesh-networked kill webs. Provide strategic guidance on mission network implementation to enhance the Find, Fix, Track, Target, Engage, Assess cycle. Requires TS/SCI clearance, 12+ years joint operations experience, and ability to support field exercises and travel via tactical vehicles. Located in Honolulu, HI.
Required Qualifications
- Bachelor's degree
- 12 years or more of related professional experience in joint operations or system integration
- 20 years' experience without a degree
- Recent experience and in-depth knowledge of current and emerging Fires, Command and Control (C2), Intelligence, and Information operations requirements, kill chains, kill webs, and related technologies
- Familiarity with the requirements for Joint Fires integration
- Ability to align Joint Fires integration capabilities to current gaps and operations
- In-depth understanding of current and emerging Joint, Naval, and Marine Corps doctrine, policy, strategy, methods, and requirements
- Ability to strategically advise key leaders and stakeholders in alignment with mission requirements
- Strong relational, organizational, and administrative skills
- Solid grasp of task and project management
- Execution, documentation, and reporting practices
- Effective communication skills and technologies
- Intimacy with INDOPACOM and MARFORPAC mission, operational requirements, organization structure, and approval workflows
- Current and active TS/SCI clearance
- Eligibility for access to Special Access Program Information
- Willingness to submit to a CI polygraph
- Physically capable of supporting field exercises
- Ability to lift up to 50 lbs.
- Ability to traverse rugged terrain
- Ability to travel via military tactical vehicles, ships, and aircraft
- Ability to remain in a stationary/desk position 50% of the time
- Ability to communicate with co-workers, management, and customers via email, phone, or virtual communication
- Ability to clearly deliver briefings/presentations
Desired Qualifications
- Experience leading large organization or Service-wide military projects and activities across diverse stakeholders
- Understanding of current DoW and Marine Corps acquisition life cycles, systems engineering processes, programs, and requirements
- Capabilities development processes that lead to successful technology adoption
- Prior senior military or civilian experience supporting DoW, Navy, and/or USMC operations at an advanced level
- Knowledge and experience in leading and facilitating research, development, test, and evaluation (RDT&E)
- Experience with related innovative efforts for highly complex organization problems or mission specific operational problems
- Rapid technology maturation and adoption
- Master's degree in a relevant field (e.g. Intelligence, Military Strategy, National Security, etc.)
