Job Title: Utilities Commissioning Superintendent – Offshore Water Injection Project

Job Summary
Lead commissioning, start-up, and handover of all utility systems for the Offshore Water Injection Project, including power generation, instrument air, HVAC, firewater, and telecommunications. Develop execution strategies, coordinate activities between EPC contractors and vendors, and manage punch lists to ensure mechanical completion and readiness for hydrocarbon introduction. Direct supervision of electrical, mechanical, and process utilities while maintaining strict adherence to offshore safety regulations, permit-to-work systems, and international industry standards. Prepare daily reports, monitor KPIs, and support integrated start-up activities to achieve operational acceptance and performance guarantees.
Required Qualifications
- Bachelor's Degree in Mechanical Engineering, Electrical Engineering, Instrumentation Engineering, Process Engineering, or a related discipline
- Minimum 18-22 years of oil & gas industry experience
- Minimum 7 years in commissioning and start-up roles for offshore facilities
- Demonstrated experience on large EPC offshore projects
- Experience commissioning offshore utilities associated with: Water Injection Facilities, Offshore Platforms, Produced Water Systems, Gas Processing Facilities, Utility Infrastructure Systems
- Previous Middle East offshore project experience
- Strong understanding of utility systems commissioning methodologies
- Experience with mechanical completion and commissioning management systems (ICAPS, WinPCS, COMPLEX, MCPlus, ProCoSys, or similar)
- Knowledge of offshore operations and start-up processes
- Understanding of electrical, mechanical, instrumentation, and control systems
- Ability to interpret P&IDs, Cause & Effect diagrams, Single Line Diagrams, Process Flow Diagrams, and system boundaries
- Familiarity with commissioning documentation and turnover processes
- Strong planning, troubleshooting, and problem-solving capabilities
- Knowledge of Industry Standards API Standards IEC Standards NFPA Codes ISO Standards ISA Standards DNV Guidelines Company Engineering Standards Offshore Safety Case Requirements International Commissioning and Start-Up Practices
- Must be based in UAE (Abu Dhabi) in Office + Offshore Site role on 6 weeks on/3 weeks off rotation
