Job Summary
Proposal Manager is responsible for developing and managing proposals within the Government Contracting environment, focusing on GWACs and DoD RFPs. Leads the development, production, and coordination of technical proposals, manages requirements/compliance matrices, schedules, and facilitation of kickoff and color-team reviews (Blue, Pink, Red, White Glove). Assists in pricing strategy, cost build-ups, and Green Team reviews. Collaborates across cross-functional teams to ensure timely, compliant proposals from market segmentation to post-award transition. Preferred qualifications include Advanced degree and experience in defense sector; professional certifications in proposal management or business development.
Required Qualifications
- Bachelor’s degree in a relevant field preferred
- 2-5+ years of experience managing the development, production, and coordination of technical proposals in response to DoD RFPs
- Proven track record of developing and managing winning proposals for U.S. Navy, U.S. Coast Guard, U.S. Army, and other DoD or Federal Civilian agencies
- Strong understanding of the end-to-end business development lifecycle
- Experience developing and managing requirements and compliance matrices, bid and proposal schedules, and facilitating proposal kick-off and color team review meetings
- Familiarity with GWACs and contract vehicles such as SeaPort NxG, GSA MAS, OASIS, and SBIR
- Excellent communication, interpersonal, and leadership skills
- Strong analytical, problem-solving, organizational, and schedule management skills
