Job Summary
Senior Budget/Financial Analyst to lead budget planning and execution for SEA 21 program initiatives; allocate funding across projects and functions aligned with program goals; review and approve budget requests and provide recommendations; prepare DoD-format budget exhibits; analyze budget performance and variances to optimize resource use; utilize Navy ERP and apply Earned Value Management (EVM) principles; perform cost estimating using DoD methodologies; train and supervise junior contractor BFMs; supervise other contractor BFMs to ensure tasking, timelines, and quality; coordinate with Navy and DoD stakeholders; travel up to 10% for site visits, audits, or coordination meetings.
Required Qualifications
- Active Secret Clearance
- Bachelor’s degree in Business, Finance, Accounting, or a related field
- A minimum of 10 years of experience in financial management, budgeting, and DoD program support
- One of the following certifications: EVM professional cert; ICEAA CCEA; DAU Cost Estimating Advanced; DAU Financial Management Practitioner
- Experience in ERP systems (preferably Navy ERP)
- Experience in preparing and reviewing DoD budget exhibits
- Proven ability to train and supervise financial staff or contractors
- Strong analytical, organizational, and communication skills
