Job Summary
Program Analyst to join the Office of Naval Research in Arlington, VA (onsite). The role leverages Microsoft Office 365 applications (Word, PowerPoint, Outlook, SharePoint Online, Teams, Excel) to support daily operations and deliverables, with an emphasis on clear communication (verbal and written), meeting coordination, and professional judgment to address scientific, business, financial, or program management tasks. Desirable experience includes DAWIA/S&TM and FAC-C core training levels (II/III for S&TM or I/II/III for Business FM) and/or FAC-C equivalent; Navy ERP experience is also valued. Requires a Bachelor’s degree and at least five years’ experience in business/financial support for S&T, plus a CURRENT Secret clearance or ability to obtain one. Other qualifications include cost analysis, funds tracking and analysis, S&T/R&D mission support, spend-plan development, data calls, and planning/executing multi-party meetings.
Required Qualifications
- Bachelor's degree from a fully accredited college or university
- at least five (5) years of experience providing business and financial support to organizations with S&T
- CURRENT Secret clearance or the ability to obtain a Secret clearance prior to award
- at least three (3) years of experience extracting and efficiently organizing cost analysis information for technical programs
- at least three (3) years of experience in tracking availability and use of funds and review financial documents and plans for impact on program objectives and requirements
- at least three (3) years of experience supporting organizations with Science and Technology (S&T) and/or Research and Development (R&D) missions
- at least three (3) years of experience assisting in the annual phasing and planning process and assist Program Officers in developing their spend plans
- at least three (3) years of experience responding to Data Calls which includes, but is not limited to, requests for information from multiple sources concerning technical, programmatic, and financial aspects of programs
- at least three (3) years of experience planning and executing meetings, workshops, and program reviews at a scale that may include a dozen participants from multiple businesses, universities, and/or government organizations
