Jail Administrator (COH)

Job Summary

Establish and direct the monitoring and processing of prisoners while ensuring compliance with State of California Board of Corrections Standards and Training. Develop procedural manuals, train staff, and analyze work methods to recommend policy enhancements and program modifications. Supervise Senior Jailers and Community Service Officers, evaluate their performance, and resolve operational problems by interpreting departmental policies. Manage budget modifications, prepare statistical reports, and monitor expenditures to maintain revenue-related programs. Respond to emergency situations during 24-hour shift operations and act in the absence of the Operations Support Services Manager. Requires four years of jail experience including one year of supervisory responsibility, a valid driver's license, and Jail Management certification within one year of hire.

Required Qualifications

  • Four (4) years of increasingly responsible experience working in a jail environment similar to the City of Hayward, including at least one (1) year of supervisory responsibility.
  • Equivalent to the completion of the twelfth (12th) grade, supplemented by coursework in management and supervision.
  • Possession and maintenance of a valid California Class C driver's license.
  • Possession or ability to obtain Jail Management certification within one (1) year of hire.
  • Knowledge of: Budget development and administration.
  • Knowledge of: Police Department procedures, functions and reporting relationships.
  • Knowledge of: Operation and procedures of law enforcement offices.
  • Knowledge of: Modern office management practices and methods, including computer equipment and software.
  • Knowledge of: Supervisory principles and practices.
  • Knowledge of: Pertinent Federal, State and local laws, rules and regulations regarding jail operations.
  • Knowledge of: Rules of evidence and audit standards, rights of citizen prisoners, and Title 15 standards which govern the jail facility.
  • Knowledge of: Correct English usage, spelling, punctuation, grammar and report writing.
  • Knowledge of: Rules and regulations pertaining to the operation and function of a Type I jail facility.
  • Ability to: Communicate effectively both orally and in writing.
  • Ability to: Operate automated police information systems.
  • Ability to: Prepare and monitor a budget.
  • Ability to: Compile and prepare statistical reports.
  • Ability to: Establish and maintain effective working relationships.
  • Ability to: Analyze existing work methods and organizational problems and recommend appropriate solutions and alternative program/procedural enhancements.
  • Ability to: Analyze, interpret and develop policies and procedures.
  • Ability to: Maintain confidentiality.
  • Ability to: Think clearly and effectively in emergency situations.
  • Ability to: safely lift and carry boxes, files, or materials weighing up to 35 pounds.
  • Ability to: safely drive to various locations to participate in meetings or community activities which may include nights, weekends and holidays.
  • Ability to: work in a standard office environment; perform repetitive hand movements and fine coordination to prepare documents and data using a computer keyboard and mouse/trackball, use standard office equipment; sit for prolonged periods of time; stand, reach, bend, squat and stoop; converse by telephone, in person, and to small groups and be clearly understood; read and comprehend technical and complex documents.
  • Ability to: interact with the public and all different levels of City staff in a professional manner.

Desired Qualifications

  • Associate of Arts degree in Administration of Justice, Business or Public Administration is highly desirable.
